Joe Burrow Plummets Down the List, Tyler Shough & Trevor Lawrence Rise

Week 15 of the 2025 NFL season is in the books. Four separate quarterbacks exploded to the tune of over 300 passing yards, multiple passing touchdowns, and no interceptions: Kirk Cousins, Jared Goff, Trevor Lawrence, and Bo Nix.

PFSN has you covered with your QB rankings for the 2025 season, as our QBi metric puts a numerical value on how each one performs every week. Note that these rankings only include the games played this year, not any previous games from other seasons, or factoring into each player’s reputation.

44) Jake Browning, Cincinnati Bengals

2025 PFSN QBi Grade: 49.8 (F)

Last Week’s Ranking: N/R

With Joe Burrow back to full health and Joe Flacco serving as the Cincinnati Bengals’ primary backup, don’t expect Jake Browning’s QBi grade to change for the remainder of the season.

43) Dillon Gabriel, Cleveland Browns

2025 PFSN QBi Grade: 51.4 (F)

Last Week’s Ranking: N/R

The Cleveland Browns announced that Shedeur Sanders, who took over Dillon Gabriel’s starting spot, will remain the team’s starting quarterback for the rest of the season.

42) Cam Ward, Tennessee Titans

2025 PFSN QBi Grade: 57.6 (F)

Last Week’s Ranking: 42

Few expected the Tennessee Titans to have a serious chance against the 49ers on Sunday, and they predictably lost. That said, Cam Ward deserves credit for a solid outing, in which he threw for 170 yards with two touchdowns, no interceptions, and a 101.2 passer rating.

Ward surpassed the 100.0 passer rating mark for the first time this season on Sunday, and the game also marked the first time he’s thrown multiple touchdowns with no interceptions. That said, his 59.3% completion rate, 11 touchdowns to seven interceptions, 41st-ranked EPA average under pressure, and 43rd-ranked net yards per attempt weigh him down.

41) Shedeur Sanders, Cleveland Browns

2025 PFSN QBi Grade: 57.9 (F)

Last Week’s Ranking: 36

After an encouraging start against the Titans in Week 15, Shedeur Sanders fell back down to Earth against a stronger opponent in the Bears. He threw for 177 passing yards with no touchdowns and three interceptions in the Cleveland Browns’ humiliating 31-3 loss on Sunday.

With his poor outing on Sunday, Sanders has thrown five touchdowns to six interceptions, which is a TD: INT ratio that no quarterback ever wants to achieve. His third-down conversion rate ranks just 42nd in the NFL, and his EPA per dropback under pressure is a measly 38th among 44 qualifiers.

40) Russell Wilson, New York Giants

2025 PFSN QBi Grade: 60.6 (D-)

Last Week’s Ranking: 39

Russell Wilson remains firmly in backup territory for the remainder of the 2025 NFL season.

39) Tyrod Taylor, New York Jets

2025 PFSN QBi Grade: 62.2 (D-)

Last Week’s Ranking: 39

Tyrod Taylor missed Week 15 with a lung injury he suffered the week before, prompting undrafted rookie Brady Cook to take his place as the New York Jets’ starting quarterback.

38) J.J. McCarthy, Minnesota Vikings

2025 PFSN QBi Grade: 62.8 (D-)

Last Week’s Ranking: 41

Slowly but surely, J.J. McCarthy seems to be improving. He threw for 250 yards with three total touchdowns and an interception in the Minnesota Vikings’ win on the road over the Cowboys. This marked the second-year QB’s second game in a row with a passer rating above 100.0.

McCarthy still ranks just 40th in EPA per dropback, his third-down conversion rate is 41st, and his EPA per dropback in a clean pocket is dead-last at 44th in the NFL. That said, he’s scored six total touchdowns with just one interception in his last two games, surpassing the 100.0 passer rating each time. Improvement is coming.

37) Davis Mills, Houston Texans

2025 PFSN QBi Grade: 63.9 (D)

Last Week’s Ranking: 37

With the return of C.J. Stroud to the Houston Texans’ starting lineup, Davis Mills didn’t see action in Week 15.

36) Joe Flacco, Cincinnati Bengals

2025 PFSN QBi Grade: 67.0 (D)

Last Week’s Ranking: 34

With Joe Burrow’s return to the starting lineup, Joe Flacco stayed in a backup role for the Cincinnati Bengals in Week 15.

35) Spencer Rattler, New Orleans Saints

2025 PFSN QBi Grade: 67.3 (D)

Last Week’s Ranking: 35

Spencer Rattler remains benched in favor of rookie Tyler Shough. His QBi grade remains unchanged this week.

34) Joe Burrow, Cincinnati Bengals

2025 PFSN QBi Grade: 68.1 (D+)

Last Week’s Ranking: 15

Given Joe Burrow’s smaller sample size in the 2025 NFL season, his grading is likely to be more volatile if he performs exceptionally well or poorly in a game. Unfortunately for him and the Cincinnati Bengals, it was the latter in Week 15. He threw two interceptions and no touchdowns in their 24-0 shutout loss to the Ravens.

Burrow has now thrown multiple interceptions in consecutive matchups. He’s averaging over 256 passing yards per game in his three starts coming off of injury, but his EPA per dropback collapsed all the way to -0.04 after his outing on Sunday.

33) Geno Smith, Las Vegas Raiders

2025 PFSN QBi Grade: 68.6 (D+)

Last Week’s Ranking: 31

Geno Smith missed Week 15 due to a shoulder injury, and Kenny Pickett took his spot as the Las Vegas Raiders’ starter.

32) Justin Fields, New York Jets

2025 PFSN QBi Grade: 69.0 (D+)

Last Week’s Ranking: 30

Tyrod Taylor has surpassed Justin Fields as the New York Jets’ starting quarterback, but Fields remains inactive with a knee injury, anyway.

31) Kirk Cousins, Atlanta Falcons

2025 PFSN QBi Grade: 69.1 (D+)

Last Week’s Ranking: 40

A strong outing by the Atlanta Falcons in their 29-28 upset win over the Buccaneers on Thursday night helps propel Kirk Cousins up the QBi rankings. He excelled in the victory, throwing for 373 yards, three touchdowns, and no interceptions with a 117.0 passer rating.

On a small sample size, Cousins has the worst third-down conversion rate of the 44 quarterbacks on this list at 22.6%. That said, he’s coming off easily his best game of the 2025 season, so there’s still time for him to build off that momentum and climb a few spots up the rankings.

30) Michael Penix Jr., Atlanta Falcons

2025 PFSN QBi Grade: 70.0 (C-)

Last Week’s Ranking: 28

Michael Penix Jr. suffered a season-ending knee injury in Week 11, so his QBi grade will remain the same for the foreseeable future.

29) Bryce Young, Carolina Panthers

2025 PFSN QBi Grade: 70.3 (C-)

Last Week’s Ranking: 32

Bryce Young wasn’t inherently bad in Week 15, as he threw a touchdown and avoided an interception. That said, his 168 passing yards weren’t much to write home about, and the complete lack of an intermediate passing attack hurt the Carolina Panthers in their loss to the Saints on Sunday.

Going into Week 16, Young has a dead-even EPA per dropback of precisely zero. Among the 32 quarterbacks currently starting, his 33.9% third-down conversion percentage ranks just 24th. He ranks below average in most of PFSN’s other analytical categories that factor into QBi scoring, as well.

28) Aaron Rodgers, Pittsburgh Steelers

2025 PFSN QBi Grade: 70.4 (D+)

Last Week’s Ranking: 29

The Pittsburgh Steelers needed a win over the Dolphins to give them some cushion in a crowded AFC North race. Luckily, they did exactly that on Monday night, and Aaron Rodgers contributed 224 passing yards and two touchdowns with a 125.9 passer rating and a stellar 85.2% completion percentage in the win.

In the nine games Rodgers has gone without throwing an interception, the Steelers are 7-2. In games where he’s thrown a pick, though, they’re 1-3. There’s been plenty of volatility in his performance in 2025, but the highs are still there to help keep Pittsburgh atop the AFC North.

27) Baker Mayfield, Tampa Bay Buccaneers

2025 PFSN QBi Grade: 70.7 (C-)

Last Week’s Ranking: 27

In a competitive NFC South playoff battle, it seems as though neither of the top two contending teams can prove themselves as postseason-worthy teams. The Tampa Bay Buccaneers got upset by the Falcons on Thursday night, and Baker Mayfield threw for 277 yards and two touchdowns, but also added a pick in the loss.

It’s been a disappointing year for Mayfield, who’s having his worst season since coming to Tampa Bay in 2023. Since his arrival with the Buccaneers, he has a career-low in passing yards per game, completion percentage, passer rating, and yards per attempt, among other statistics.

26) Jayden Daniels, Washington Commanders

2025 PFSN QBi Grade: 71.7 (C-)

Last Week’s Ranking: 24

Missing Week 15 due to injury, Jayden Daniels’ injury-riddled season continued with him on the bench. The Washington Commanders made the decision to shut him down for the year soon after.

25) Tua Tagovailoa, Miami Dolphins

2025 PFSN QBi Grade: 72.1 (C-)

Last Week’s Ranking: 26

All told, Tua Tagovailoa had a pretty solid outing against the Steelers on Monday night. He threw for 253 yards with two touchdowns and a 113.2 passer rating, though he added another interception into the mix. Unfortunately for the Miami Dolphins, that wasn’t enough to propel them to victory, and they got eliminated from the postseason.

With Geno Smith out and Tagovailoa throwing another pick in Week 15, the latter now holds the NFL’s lead in interceptions with 15 this year. He ranks seventh in the league with a 67.7% completion rate, however.

24) Tyler Shough, New Orleans Saints

2025 PFSN QBi Grade: 72.1 (C-)

Last Week’s Ranking: 33

He hasn’t started the whole year, which makes his ranking more prone to volatile jumps and drops than the average starting NFL quarterback. But Tyler Shough finds himself rising the rankings with a strong 272-yard passing outing, which saw him throw a touchdown with no interceptions in the New Orleans Saints’ upset victory over the Panthers.

The Saints are now winners of their last two games, and Shough has a 3-3 record as their starting quarterback this season. His 75.0% completion percentage on Sunday marks the highest he’s had in a single game to date.

23) Carson Wentz, Minnesota Vikings

2025 PFSN QBi Grade: 72.6 (C-)

Last Week’s Ranking: 23

Carson Wentz is expected to miss the rest of the 2025 regular season due to a shoulder injury. His grade will remain the same for the foreseeable future.

22) Jacoby Brissett, Arizona Cardinals

2025 PFSN QBi Grade: 73.8 (C)

Last Week’s Ranking: 22

Jacoby Brissett has had at least 40 passing attempts in seven of his nine starts as the Arizona Cardinals’ quarterback this season. That trend continued in their loss to the Texans, in which he threw for three touchdowns and an interception to the tune of 249 passing yards and a 67.5% completion percentage.

The NFL’s all-time leader in lowest interception percentage, at 1.4%, Brissett has done a commendable job of keeping that number low despite high passing volume. However, his touchdown rate remains below the league average.

21) Caleb Williams, Chicago Bears

2025 PFSN QBi Grade: 74.8 (C)

Last Week’s Ranking: 20

Though Caleb Williams experiences a slight dip in the QBi rankings this week, he actually performed exceptionally well in Week 15. He threw for 242 yards, two touchdowns, and no interceptions with a 112.5 passer rating in the Chicago Bears’ blowout win over the Browns on Sunday.

There have been some ups and downs in Williams’ second season with the Bears, but with his team at 10-4, it’s been an encouraging year altogether. Most notably, he had just 12 interceptions through his first 1,000 career passing attempts, which is the fewest amount of any quarterback in NFL history.

20) Kyler Murray, Arizona Cardinals

2025 PFSN QBi Grade: 74.9 (C)

Last Week’s Ranking: 19

Kyler Murray didn’t play in Week 15, as Jacoby Brissett holds down the Arizona Cardinals’ starting quarterback job.

19) Jaxson Dart, New York Giants

2025 PFSN QBi Grade: 74.9 (C)

Last Week’s Ranking: 16

Jaxson Dart has shown plenty of promise in his rookie season, but Week 15 wasn’t one of his most outstanding performances thus far. He threw for 246 yards and two touchdowns, but he also had a pick and a measly 55.6% completion percentage in the New York Giants’ loss to the Commanders.

For a rookie quarterback, Dart has fared surprisingly well under pressure in 2025. His EPA per dropback under pressure is tied for the sixth-best in the NFL.

18) Marcus Mariota, Washington Commanders

2025 PFSN QBi Grade: 75.0 (C)

Last Week’s Ranking: 18

With how often Jayden Daniels has been injured this season, Marcus Mariota has seen plenty of playing time as the Washington Commanders’ starting quarterback. That continuity helped a bit on Sunday, as he threw for 211 yards and a touchdown in their 29-21 win over the Giants.

As one could expect given this ranking, Mariota ranks just about in the middle of the pack of every statistical category that factors into PFSN’s QBi grading system. Sunday marked the first game he’s had since Week 11 without a single interception.

17) Trevor Lawrence, Jacksonville Jaguars

2025 PFSN QBi Grade: 75.1 (C)

Last Week’s Ranking: 25

When your team scores 48 points in a single game, it’s usually a good sign that you threw the ball well. That was the case for the Jacksonville Jaguars in their 48-20 win over the Jets on Sunday. Trevor Lawrence threw for 330 passing yards and no interceptions with a 136.7 passer rating. Between rushing and passing, he scored an absurd six touchdowns.

It’s been a rough season for Lawrence for most of 2025, but he’s been stellar the last three weeks or so. That’s played a massive role in his rise up the QBi rankings, and it could be dangerous for whichever team runs into Jacksonville if they make the postseason.

16) Lamar Jackson, Baltimore Ravens

2025 PFSN QBi Grade: 75.2 (C)

Last Week’s Ranking: 21

With the effectiveness of the Baltimore Ravens’ running game and their defense, Lamar Jackson didn’t have to do much in their win over the Bengals on Sunday. That said, he was pretty efficient, completing eight of his 12 passes for 150 yards, two touchdowns, and an interception with a 114.6 passer rating.

Jackson has thrown an interception in each of his last three games, and he hasn’t passed 50 rushing yards in a single game since Week 1 of this year. That said, he surpassed a 60.0% completion percentage for the first time since Week 9, and he threw multiple touchdowns in a game for the first time since that same game on Sunday.

15) Patrick Mahomes, Kansas City Chiefs

2025 PFSN QBi Grade: 77.0 (C+)

Last Week’s Ranking: 12

Week 15 was about as bad a week as it could get for the Kansas City Chiefs. They lost 16-13 to the Chargers and got eliminated from the playoffs. During that game, Patrick Mahomes went 16-for-28 with 189 passing yards, a rushing touchdown, and an interception.

Perhaps worst of all, though, is the fact that Mahomes tore his ACL in the loss. He finished 2025 with 3,587 passing yards, 22 passing touchdowns, 11 interceptions, a 62.7% completion percentage, an 89.6 passer rating, and a 77.0 QBi grade.

14) C.J. Stroud, Houston Texans

2025 PFSN QBi Grade: 77.1 (C+)

Last Week’s Ranking: 17

Both C.J. Stroud and the Houston Texans continue to heat up as the 2025 NFL season progresses. They picked up an emphatic 40-20 win over the Cardinals on Sunday, and Stroud threw for 260 yards with three touchdowns and no interceptions in the victory.

Coming off an injury, Stroud has won each of the three games he’s started for the Texans. His performance on Sunday gave him a 137.1 passer rating, which is the second-highest rating he’s had in a single game this season, as well as the fourth game he’s had above a 100.0 rating.

13) Justin Herbert, Los Angeles Chargers

2025 PFSN QBi Grade: 77.4 (C+)

Last Week’s Ranking: 11

Justin Herbert didn’t exactly light the world on fire on Sunday, throwing for an 84.0 passer rating with 210 yards, a touchdown, and a pick against the Chiefs. However, he led the Los Angeles Chargers to a victory, which boosted their record to 10-4 and further improved their playoff chances.

Going into Week 16, Herbert is the most-sacked quarterback in the NFL, which speaks volumes to how good he is that his grading hasn’t suffered this year. His 43.6% third-down conversion rate is currently tied for the sixth-best in the game.

12) Bo Nix, Denver Broncos

2025 PFSN QBi Grade: 79.7 (C+)

Last Week’s Ranking: 13

The Denver Broncos were going to need a big game out of Bo Nix to topple a contender like the Packers, and on Sunday, Nix delivered. He threw for 302 yards with four touchdowns, no interceptions, and a 134.7 passer rating in Denver’s 34-26 victory.

In a clean pocket, Nix’s EPA per dropback ranks 11th in the NFL. His 23 passing touchdowns are tied for the fifth-most in the league, and he also still leads the league in both fourth-quarter comebacks and game-winning drives this year.

11) Jalen Hurts, Philadelphia Eagles

2025 PFSN QBi Grade: 79.7 (C+)

Last Week’s Ranking: 14

The Philadelphia Eagles pulled off a shutout victory over the Raiders on Sunday, and Jalen Hurts played a significant role in that dominance. He only threw 15 passes but completed 12 of them for 175 yards, three touchdowns, and no interceptions.

Hurts’ four-interception outing in Week 14 ruined what was previously a stellar TD: INT ratio, but he’s still had a strong season in 2025. Between rushing and passing, he’s scored 30 total touchdowns, and he ranks in the top ten in touchdown percentage and passer rating this season.

10) Mac Jones, San Francisco 49ers

2025 PFSN QBi Grade: 80.2 (B-)

Last Week’s Ranking: 10

Brock Purdy has returned to the San Francisco 49ers’ starting lineup, so Mac Jones’ QBi likely won’t change unless the former gets hurt again. That said, it doesn’t hurt the 49ers to know that they have one of the best backups in the NFL.

9) Sam Darnold, Seattle Seahawks

2025 PFSN QBi Grade: 81.9 (B-)

Last Week’s Ranking: 7

It took a little late-game magic for them to defeat a Colts team led by Philip Rivers, who is 44 years old and hadn’t played an NFL snap since 2020. That said, the Sam Darnold-led Seattle Seahawks picked up the win behind his 271 passing yards, avoiding both touchdowns and interceptions in the victory.

Among other statistics, Darnold leads the NFL in net yards per attempt, total yards per attempt, and yards per completion. He also ranks sixth with an EPA per dropback in a clean pocket at 0.38 and ranks in the top ten in both passing yards and passing touchdowns.

8) Dak Prescott, Dallas Cowboys

2025 PFSN QBi Grade: 82.8 (B-)

Last Week’s Ranking: 6

The lack of a touchdown thrown by Dak Prescott hurts his QBi score in Week 15, and it contributed to the Dallas Cowboys’ upset loss to the Vikings on Sunday night. That said, he also avoided throwing a pick and ended up with 294 passing yards, and it was clear the offense wasn’t the reason they lost that game.

As of this writing, Prescott leads the NFL with 3,931 passing yards, and he’s over 200 yards ahead of the second-place finisher, Matthew Stafford. He’s third with 26 passing touchdowns, and he’s the second-most efficient quarterback by EPA average under pressure in the NFL, trailing only Patrick Mahomes.

7) Jared Goff, Detroit Lions

2025 PFSN QBi Grade: 83.1 (B)

Last Week’s Ranking: 9

While the Detroit Lions’ playoff hopes took a hit with their loss to the Rams in Week 15, that was hardly Jared Goff’s fault. He played a tremendous game, throwing for 338 yards with three touchdowns, no interceptions, and a 111.6 passer rating.

Among other statistics, Goff ranks third with 3,672 passing yards, second with 29 passing touchdowns, fourth with a 69.3% completion percentage, and second with a 110.4 passer rating. His 0.46 EPA per dropback in a clean pocket is also the fourth-best average among quarterbacks.

6) Matthew Stafford, Los Angeles Rams

2025 PFSN QBi Grade: 83.5 (B)

Last Week’s Ranking: 8

The Los Angeles Rams were able to outdo the Lions in an offensive shootout on Sunday, and Matthew Stafford led the way. Other than an interception, he was otherwise stellar with 368 passing yards and two touchdowns in a key late-season victory.

With Stafford’s own success and his team’s stellar 11-3 record, it’s no surprise he’s considered an MVP favorite. He leads the NFL with 37 passing touchdowns and also holds the league’s lead in touchdown percentage, passer rating, and adjusted net yards per passing attempt.

5) Daniel Jones, Indianapolis Colts

2025 PFSN QBi Grade: 86.5 (B)

Last Week’s Ranking: 5

Daniel Jones’ QBi score will remain unchanged for the remainder of the year, as he suffered a season-ending injury to his Achilles tendon. He finished the year with 3,101 passing yards, 19 passing touchdowns, eight interceptions, a 68.0% completion percentage, and a strong 100.2 passer rating in 13 starts.

4) Drake Maye, New England Patriots

2025 PFSN QBi Grade: 87.3 (B+)

Last Week’s Ranking: 3

There’s no denying Drake Maye has been playing at an MVP level in 2025, but his odds of winning the award might have taken a hit in Week 15. He got outplayed by Josh Allen as the New England Patriots lost to the Bills. Maye threw for only 155 yards with no passing touchdowns and an interception, though he also had 43 rushing yards and two rushing touchdowns.

With an average of 0.23, Maye leads the NFL in EPA per dropback. He’s also second with 8.2 net yards per passing attempt, and he’s first in the league with a 70.9% completion rate. He and Josh Allen are the only two quarterbacks at or above the 70% mark.

3) Jordan Love, Green Bay Packers

2025 PFSN QBi Grade: 87.8 (B+)

Last Week’s Ranking: 2

Though the Green Bay Packers kept it close on the road against the Broncos, they fell just short in their loss on Sunday. One can’t help but wonder if they could’ve won with better play from Jordan Love, who threw two interceptions amidst 276 passing yards and a touchdown in the defeat.

Through that, Love is still second in EPA per dropback, behind only Drake Maye. His third-down conversion rate leads all starting quarterbacks who haven’t missed significant time due to injury, and his 0.57 EPA per dropback in a clean pocket is the best in the NFL.

2) Brock Purdy, San Francisco 49ers

2025 PFSN QBi Grade: 91.1 (A-)

Last Week’s Ranking: 4

Brock Purdy jumps into the No. 2 spot in PFSN’s QBi rankings after his strong outing in the San Francisco 49ers’ win over the Titans on Sunday. He ended the day with 295 passing yards, three touchdowns, and no interceptions in a dominant showing, and it earned him a 140.3 passer rating.

Albeit off a smaller sample size due to injury, Purdy’s 3.06% sack percentage is the lowest in the NFL. He’s also dominating on third downs, as his 59.4% conversion rate is more than 12.0% the second-place finisher, Jordan Love.

1) Josh Allen, Buffalo Bills

2025 PFSN QBi Grade: 92.2 (A-)

Last Week’s Ranking: 1

In a showdown of MVP candidates, Josh Allen came out on top when the Buffalo Bills came from behind to topple the Patriots. He threw for three touchdowns with no interceptions, going for 193 passing yards and 48 rushing yards in the process.

He ranks in the top five in practically every analytical category PFSN uses to evaluate the quarterback position, including net yards per attempt, EPA per dropback at the end of the first half, EPA per designed quarterback run, and EPA per dropback under pressure. It’s been another strong season for the reigning NFL MVP.
