Should You Help Minister Milverstreet Or Officer Kaur?

Not long after you arrive in Eden, Outer Worlds 2 will present one of the first big choices in the game. A conflict rages between Eden’s Protectorate and Auntie’s Choice, and two of the leaders under Auntie’s Choice have different ideas about how to proceed. Minister Milverstreet wants to avoid force, while Acquisitions Officer Kaur takes a more militant approach to matters.

The moral reality of the situation sounds simple, at least if you’re a pacifist, but it’s a little more complicated in practice. On top of that, you’ll complete different tasks and receive different rewards depending on whether you help Minister Milverstreet or Acquisitions Officer Kaur. There’s ultimately nothing wrong with either choice, but it’s helpful to know which one will serve your purpose best before committing.

What Happens If You Help Minister Milverstreet

Minister Milverstreet offers a big sales pitch for his nonviolent approach, but it’s clear that he’s not entirely beyond reproach. In order to achieve his aims, he’s interested in pursuing the secrets of Mental Refreshment, presumably to use for his own brainwashing ends. Choosing to follow Milverstreet’s guidance will lock you out of completing Kaur’s quests.

Milverstreet asks the player character to visit the Ministry of Accuracy to retrieve it. You’ll have to make your way through some hostile creatures to retrieve the info, but the mission is simple enough. Along the way, you’ll meet Inez, another operative working for Milverstreet. Once you return, you’ll be able to recruit Inez as a companion.

This completes Milverstreet’s task, and you’ll receive the Topmost Coast armor and 350 bit cartridges. If you want real help getting into the Vox Relay, however, he’ll lay another task on you — evacuate Westport. You can do this either by sabotaging key infrastructure or by attempting skill checks to convince the people there to defect.

This second task is worth doing, as it will ultimately provide a better solution to a difficult choice that comes a bit later. You’ll also receive the Limited Production Gentleperson’s Oxonian hat and 2400 bit cartridges, as well as a direct way into the Vox Relay.

What Happens If You Help Acquisitions Officer Kaur

Acquisitions Officer Kaur might favor military action, but the first task she offers actually isn’t a particularly violent one. Kaur requests the sabotage of the Euphoria Coast Automech Repair Center, which is a thorn in Auntie Choice’s side. Taking Kaur’s side will prevent you from engaging with Milverstreet’s quests.

Similar to Milverstreet’s quest, you can make a first stop at the Ministry of Accuracy, although it’s optional in this case. Here, you’ll meet Inez, just like before. The Ministry of Accuracy will also get you a pass to enter the Automech Repair Center, but it’s not the only way into the facility.

Inside the facility, you can either fix an issue with a toxic gas or follow Kaur’s command to sabotage it. If you sabotage it, no one at the base will be hurt, they’ll just be effectively decommissioned for the remainder of the conflict. Return to Kaur, and you’ll receive Kaur’s Kuirass and the Designator Triple Barrel Shotgun.

Kaur will also offer a suggested route to the Vox Relay, which you can safely traverse thanks to the Gas-Energy Deflection Apparatus, acquired at the Automech Repair Center. Additionally, she’ll ask a group of soldiers to assist you in approaching the Vox Relay with a frontal assault.

You Should Help Minister Milverstreet

Both choices have their advantages here, but siding with Minister Milverstreet ultimately makes the most sense. By clearing out Westport, you’ll avoid the biggest consequences when you later need to choose the Vox Trajectory, which could otherwise result in the loss of life. This could also make Inez leave your party. Although missing out on Kaur’s shotgun is a shame, you’ll still get good rewards from this path.

You also won’t miss out on much major content by choosing to work with Milverstreet. While you won’t be able to accept Kaur’s quests, you can still visit the Automech Repair Center and take on a quest to deal with its toxicity issue there.

That being said, if you want to approach everything guns blazing, Kaur is still a reasonable option. It also doesn’t need to be a more troubling moral choice. With the Lucky trait or a high enough hacking skill, you’ll have a third Vox Trajectory option that will also avoid any unwanted deaths.

If you’re not at all concerned about rewards or moral outcomes, you can just make your choice based on which style of gameplay you prefer. Milverstreet’s quests incentivize stealth, while Kaur’s emphasize combat.

Lastly, it’s possible to get to the Vox Relay without helping either Milverstreet or Kaur. If you’d rather wheedle your way into the Protectorate’s good graces than work with anyone from Auntie’s Choice for the time being, you’re free to do so, but you’ll have to do a little less guided work to overcome the obstacles that face you.

No matter what you choose, this is just the beginning of the adventure that awaits. Minister Milverstreet and Acquisitions Officer Kaur present your first big decision in Outer Worlds 2, but you’ll encounter plenty more characters and choices ahead.
